This is a special limited-edition Bank of Nevada Issue commissioned as promotional memorabilia in the late 1970s.  The front showcases a beautifully detailed, high-relief engraving of The Great Seal of the State of Nevada with the statehood commemoration year 1864 and the official motto: All For Our Country.
