This is a tree stump as shown in the photo. The type of tree and its age are unknown...
It can be used as a seat, and if you have the skills, it could potentially be made into a small mortar (this is just my opinion).
Please refer to the measuring tape for the size. This is an approximate measurement, and the dimensions may vary depending on the part. The weight is unknown. Also, as it has been kept outdoors, there are signs of weathering, deterioration, insect damage, etc. If you are concerned about the bottom surface, you can sand it down, but it will reduce the height.
